166 trades of 5-10 bucks each?

cngreen, the purchase of 1 share would still be a crime;

It is not the amount. It is the purchases above Ask to manipulate share price and when caught and warned by the SEC he created a new account to continue doing it. He also did not report the purchases as required as the CEO. The SEC can impose civil penalties. The USDOJ would have to pursue criminal charges.
