In truth, most "Shorting" of penny stocks is done by the Market Makers themselves, via their pals, friends, cohorts, etc., on the streets. The MM's know exactly where, when, & what the SRUTF prices will be, for example. Or any OTC prices. NOT so easy for the MM's to do that on the Big Boards. Just about ZERO oversight on the OTC & Pink Sheets, however.
