Decent chance they applied in that round and were rejected the 3rd time. Possible the unlikely event LTBR won is why Seth 'didn't expect' to issue a RS. With his moonshot gone looks like a RS is all systems go. Hard to understand why nothing has been accomplished. Made worse by the silence. Only thing I can hear are the coins going from my wallet to Seth's.
