Yes, the receivership scenario is when they wouldn't trade. But that's the option he's already taken off the table when he said that statute doesn't currently allow receivership since the GSEs are not financially insolvent. So it's a non-issue IMO. Surprised we're not up by more after that comment.

They can never do a public offering if current commons are gone.

Nobody would trust them to put up the money.

Its posturing, pre-negotiating with the plaintiffs.
