Well Maxim makes upwards of $150M a year in revs, a $450K fine is pennies to a firm like Maxim. You are stating things that apply to every market maker/firm. Everyone knows they would rather take a couple of $1M or $2M dollar fines with all the revenue they make doing their shady business.
