It appears they will have to wait until the shares are deregistered to file the Form 10. The Form 10 to reregister takes effect after 60 days from the filing date with the SEC. But the Form 10 must be approved by FINRA before assignment of a ticker symbol.

At the link it says that Form 10s have been used by many companies AFTER reverse mergers.
