You don't need an account or anything but your browser and something to read the PDF. Some browsers do it internally, e.g. Firefox, and you can use Acroread from Adobe and many other readers that are free for you to install.

Anyway, let me know if you would like me to throw the thing up into dropbox and I'll post a (tested) link to it for you.
