Go look at the previous filing 10000 for 1 on or before 9/30/2019.

It says at the discretion on the board, up to a 1/10000 may be exercised by September 30.

Meaning it can be cancelled, lowered or exercised.

I'm stunned no R/S happened yet, figure they were just waiting til Sept. So, now I'm not sure why they are waiting at this point. Situation became a little more interesting for sure.
