piggyback exemption applies to market makers. when a mm has a form 15c2-11 approved by finra they get a 30 exclusive period to trade the stock. after that, other mm's can piggyback the form and trade. the suspension voids the 2-11 for the mm and all other mm's who have piggybacked. in simple terms it means mm's can not make a market.
