Factually, no, and even if it did, MMEX-scam would certainly not be a participant. Share-issuance scams like MMEX-scam do not have business operations, and certainly not for capital-intensive industrial scale operations like refining.

Mad J., profligate liar, con artist, grifter, flim-flam man, gyp, huckster, and scammer would't be able to speak the truth if it were printed for him. If one imputes that MMEX-scam has 'robust economics in it' the only possible context would be to line Mad J.'s pockets, along with his loan shark pals.

I'm certain that last word is misspelled - it should read 'cursed' - as anyone long in MMEX-scam since this comedy started has lost >99.9% of their 'investment'.
