All speculation.... POSCO and $FCEL just settled out of court for over a year in litigations . All those bad Fuel Cell stacks that were sold years ago was very costly for POSCO. With that said $FCEL may not be getting a penny here. That I why the PPS has not moved and NO news from Fuel Cell Energy.
