No, there are no shorts. First of all, most brokerages won't short penny stocks. Second of all, no one in their right mind would short a stock that is about to take off, even if they COULD afford it.
Short 100K shares, pay $250K JUST to short, plus the cost of the stock, and then only make money if it drops. Anyone want to bet it drops next?
Shorting stocks is for experts, and it doesn't even happen on penny stocks. Mostly because brokerages won't even permit it on penny stocks - stocks under $5...That leaves out most of the OTC...
