You should appreciate that the company is very transparent and telling the share holders in advance of what they are doing and what they hope to achieve in near future. I don't think it's a fluffy news and I don't agree to your statement.

It is and isn't fluff. The news about the OTCQB uplist suggests it should happen next week. The hiring of the PR firm says that the promo campaign is about to start. These are both major events on the near horizon.

This news attracted more dollar volume than any other stock under .50 today... investors like when companies hire PR firms, because it means they have a lot to announce. It would be unwise to contract a PR firm then go silent, right? This PR sets up even bigger upcoming news

... and it’s the news/hype that moves penny stocks more so than actual results.

September is setting up to be an eventful month here and the masses know it, hence the volume.
