Incorrect.

The SEC enforces it and there is a group of traders working together painting the tape. This action is illegal and can be enforced via HALT.

It is illegal activity and prohibited by the SEC because it creates an artificial price.

Brokers/MMS will take action if it is caught however a lot of the time these artificial price props go unnoticed before it is too late

No one likes to have a halted stock.
