It's not illegal to setup a Shelf offering, and start dumping shares.

It's not illegal to license a patent use from AN for $5M set to expire a few yrs later.

It's not illegal for a Microcrap biotech scam company to have SG&A:R&D at a ratio of 6:1. Never mind the more usual is 1:3 or more. Thus, Kenny gets over compensated.
