Expenses and spending money to make money isn’t the question here. The question is what’s up with the $1 million in stock payable? If someone is owed that in stock, that could be up to 100 million shares or more, which would be the exact opposite of “no dilution”. Stock owed, for all practical purposes, is stock issued. And that’s dilution.
