LongCA. I certainly came to the same conclusion as you.

I think it means the USN has to take corrective action in the contract wording and re-issue it - to eliminate any loopholes that might lead to further protests from Omega.

So many possibilities based on my reading, it's impossible to speculate on what's going on behind the scenes.

All we know is they cancelled the "current" award.

A new award(s) is coming & it could go to either party or potentially both w/ potential changes & or amendments.

My reading indicates all outcomes are on the table.

It sounds to me like this was “termination for convenience” and there very well might be some light at the end of the tunnel. My optimistic speculation is that we could see a split award or two separate awards go to Omega and TMPS. Do we really have to go through this again? I'm not sure I have the patience anymore.

I continue to believe the U.S. Navy chose the company they wanted for their refueling services.

Regardless what the outcome is in the end, if I was the Navy I would never do business with omega again. Their nothing more than a pain in the azz.
