Well, that blows up my theories:

The GAO dismissed the protest as academic based on the Department of the Navy's decision.

Instead of the GAO dismissing and then the Navy terminating, you are saying that the Navy terminated first and so the GAO then no longer needed to act and therefore dismissed.

That makes the 8-K actually make sense. The big uncertainty now is what role will TMPS have going forward, and the stock has returned to pre-award pricing.
