Issue could be working capital for tmps. Govt does not pay on time and sometimes contractors can go 6-12 months with out getting paid but are still required to service the contract.

Issue is whether TMPS might have the working capital requirements is just my best guess.

I have friends that have their own companies they still have to pay workers even when they go unpaid for 5-6 months at a time.
