I think the so called quiet period is just some non-sense Intel invented for its own benefit.
Basically, they want to be ready with an excuse if they spring some big surprise in the report. They can say: "gee, we would've told you earlier, but we're in the quiet period". There is absolutely no requirement by any regulatory agency for such a thing. Intel can turn it on, or turn it off just as they did the mid-quarter update.
What makes sense is an "abstinance period", before and after the report, when the company and officers refrain from trading the stock.
