That is complete nonsense - a CUSIP change has nothing to do with a short position anymore than a long position - it is a tracking number for securities.
Only on the OTCM are investors giddy about a CUSIP change.
There aren't paper certs - the change takes seconds to complete.
Most here seem to think shorting is illegal - it is just as legal as a long position.
A short position doesn't have to cover on a CUSIP change.
