I want to respond thoughtfully to you guys, but I have to run out soon for several hours. So, I will do my best quickly.

Luckily, I can just say in a word, No. The definition of Hemp, per the 2018 Farm Bill, is extremely straight forward:

``Subtitle G--Hemp Production

``SEC. 297A. <<NOTE: 7 USC 1639o.>> DEFINITIONS.

``In this subtitle:
``(1) Hemp.--The term `hemp' means the plant Cannabis sativa
L. and any part of that plant, including the seeds thereof and
all derivatives, extracts, cannabinoids, isomers, acids, salts,
and salts of isomers, whether growing or not, with a delta-9
tetrahydrocannabinol concentration of not more than 0.3 percent
on a dry weight basis.

I have read the entire hemp section of the Farm Bill more than once. "Hemp" is mentioned 72 times. That link contains the full text.

Dowling completely invented his anti-CBD-rich-hemp position out of thin air in order to try to make better hemp sound worse. As shockingly stupid of a direction as that may be for a supposed CBD company, it really is that simple. He figured if he couldn't win, no one should, and came up with the only propaganda that he thought/hoped could maybe level the playing field.
