By creating separate classes of shares at, say, .014 that would be restricted until say 120 days after up list and offer say 1 share per 1000 shares held thereby significantly reducing the O/S and raising it's pps.
The problem he runs into is the 30 day volume restriction. How ever putting out news of such a move would sure re ignite the interest pretty quickly.
In other words, buy back shares using the current A/S.
