They are operating within the boundaries of the law because sub penny companies are not obligated to report.

Furthermore, the fact that they shun capital markets in favor of capital from a buy out from companies like Total suggests to me that such a buy out is likely or imminent.

Theirs is a test of loyalty and trust. Investing in this company is simply a leap of faith in Offor's and his management's abilities and the strength of the assets.

That test will be met automatically if the share price rises... and when it does, they will once again have to report by law.

Until then investors may enjoy these low prices accumulating well passed 5% without having to report holdings until such time the company reports its financials.
