The number of shares/coins outstanding does not change during halving... where during a RS shares outstanding decreases.

Halving impacts miner and pool reward, if a miner/pool finds a block they will now be rewarded 12.5LTC instead of 25LTC.

its not a R/S, its more the idea that less shares are available for dilution, best I can describe it. Watch the network global hashrate if you want to know where crypto money is moving ;-)
