There won't be a "refinery" - because there won't ever be any project financing.

All the poo-spew from Mad J.'s crusty pie-hole isn't going to put more than $100-million of project financing in place - MMEX-scam isn't financeable, unless one considers dribs and drabs of toxic lending meaningful.

Mad J., mediocre con man, fraudster, grifter, huckster, side-show clown, and all his associated share-pushers can't change reality - no sub-penny scam-co is going to obtain a single penny of legitimate financing.
