It’s intentional. Need to ensure it is well received before mass production. This is part of the plan - part of the strategy. Consider, limited financial resources to take anything but a very calculated approach to expansion.
250 locations is not many places. Imagine where you live. How many places can you buy beer within a 15 minute radius? Probably a dozen? Definitely more if you live in a city.
