Not sure what is going on.
As of June 1, ihub showed 54.6 million OS.
On June 14, otcmarkets showed 62.9 million OS.
The OS has not changed since June 14, but as you say trading sure seems as though there are plenty shares someone is willing to let go cheap.
In any case this is a longgg term (possibly as much as a few years) buy and hold. Though with testing complete, and production beginning, I would hope it takes off much sooner.
Some of the selling may be impatient traders who jumped in on news, and decided they don't want to be long term. Maybe even selling at a loss to play elsewhere.
No one knows when this will take off --- could be next month or not for a year or more.
Just my opinion.
