Planning the Mass facility conversion and the Quincy expansion probably has left Jefferson waiting for attention......Maybe ground breaking Q4? And once it is totally planned out, IIP might be there as well.

This is the only source I can find. It indicates 10 to 12 month for operations from about Jun 2019 and a 2020 time table for operations.

So I'd say 2nd qtr 2020.
