Agreed government = bad
If some enlightened common sense person in the government (and such may not exist) really wanted to help get this mine built, they would assist with a DOD off take for Scandium. Two Sc off takes, one with the US gov, would do a lot to eliminate "Is there really an Sc market?" questions. For the US government (and most other governments) any deeper would only cause problems. Anyone that disputes that can feel free to point to one area of the economy where goberment jumped in and things got better. Post Office- No. Amtrack- No. Healthcare- No. Too big to fail- yeah, right!
I do respect the German goverment. "This needs to get done, it is important, We need these minerals. We are not going to micromanage, we are not even going to supply money, we will guarantee loans that they negotiate in the private sector." That is a goverment that knows its limitations.
