A reduction from 130M to a 40M AS/31M OS is a nearly 70% reduction!! Any otc company that would PR such a reduction with this current SS odds are would likely go up 150-250% immediately on the news. Many companies PR inconsequential reductions and tricky verbiage ie "up to X" shares will be repurchased etc.
