And I don't even mind that the outside looks dilapidated.

There could be multiple reasons for that:

1) they are focusing on the inside, which is far more important
2) it will draw less attention from locals if it doesn't look like a high-value operation is being run out of it
3) they're not spending money on aesthetics at this point

Just to name a few...
