I thought it was fairly common knowledge that the increase in restricted shares in late 2018 was due to the ongoing legal matter between Arrayit and Iconic. The Unicourt website still reflects the Summary Judgment/Summary Adjudication meeting as being in October but I recall someone on this board posted that it the meeting is scheduled for this week according to a different court website (don't quote me on this but I seem to recall July 18th as the date of some sort of court meeting/decision)

The share issuance occurred approximately 6 months ago pursuant to a court order to issue the shares. The court then enjoined the shares pending the decision of the court on a ongoing legal matter.

If the court finds in Arrayit's favor, I would expect to see these restricted shares to be retired.
