Not at all true. There several ways to end conservatorship and recap is just one.

Second, failure to follow CIVIL law is not a felony or defined as criminal action in that sense.

Third, the SPSPA is a contract, not the law. There is no rationale for prison terms for breach of contract. A contract adjudicated as illegal will either be partially or totally severed to correct the defect.

That is how the law works.
