New owners can NOT disclose on the Quarterly if they are not officers of the company. Therefore a change of officers MUST occur first.

Besides this wouldn't be the first time new owners waited till the Q to disclose.

It could happen with any shell! I think we are safe here and I think that because there would have been a massive P&D here already IMO. Now idk if the new owners have to declare themselves by the Q. If I am seeing this more clear but per NVOS they have to declare themselves by 10/31/2019
