(if the change is to fight the question of FHFA being constitutional as constructed. That might be what is key here? And the GOV may be doing that change so FHFA will be around to do stuff ?)

I will submit that if da Gooberment flip flops on whether or not their actions have been constitutional the answer is NOT with their incompetence to discern a consistent answer as proof they have no idea either :-)
