That's not what the US is telling travelers. That area is riddled in crime! That's why it's rated a "3" (rethink about going to that area because of massive crime).

It’s a shithole 3 feet from the resorts, of which, there are just a handful. And, the US State Dept lists Rocky Point and the surrounding areas specifically as extremely dangerous. People should just stay in Arizona, cleaner, potable water, better Mexican Food, no rent a cops raping your women and stealing your luggage at the resort...
