hi sneak
both blocks 11A and 11AA are both OPEN for operators and Liscences.
You have to put your cursor on the blocks and tap for details. see map in Kingpindg's post....you seem big enough to admit fault too.

Anyone who follows ERHC closely would have known that CEPSA/ERHC were required to surrender 25% of Block 11A at the end of the Initial Exploration Period on the block. That surrendered portion became Block 11AA.

And I don't know who "sting-pin" is, but someone did point out the post-surrender configuration of Block 11A in this post, "It also indicates that CEPSA/ERHC chose to relinquish the southeastern portion of the block."
