Depends who is your provider.
If you have control over your VirtualHost, in a lot of cases handlers for these are generic with wording interpreting the meaning of the error code.

You can even make them dynamically created with everyone being different, I'm not a Microsoft/Windows guy so I'll let you read about how to do it in Apache:

You have to create a page in html and direct the server towards it. The admin of the site could do it but like you say, they're probably lazy.
