I think this rise in the PPS, with low volume, has just been a manipulation to get the PPS to a more desirable level ahead of the dumping.
Don't know why they think that folks are, all of the sudden, going to want to pay 2 cents for a stock that had drifted below 1? Especially when NOTHING has happened to the stock worth even 1 cent.
This company has only survived on selling shares, not product.
