the weather is hot and nobody is there. they live in the rosarito area to the west where the weather is the same as san diego. i know because i live in yuma az in winter and rosarito in summer. NOBODY GOES TO THE PENASCO AREA FROM APRIL THROUGH OCTOBER ,TOO DAMP AND TOO HOT. DO YOU ENJOY PAYING 40 CENTS PER KILOWATT? FOR AIR CONDITIONING? the govt owns the electrical utilities !!! they set the prices. !!! yuma is privately owned and you pay 14 to 20 cents per kilowatt !!! big difference! dictatorial socialism versus free enterprise in yuma az.
you cannot walk barefooted on the beach in summer,laying in the hot sand is not very desirable either. there is no rule of law there either. you are at the mercy of federalis who may or may not have a chip on their shoulders about you. in rosarito there is a huge amount of high rises and money there for development for the retiring gringo 40 thousand ex pats.they have a vested interest in keeping the pinche gringo happy. in penasco you got almost nothing and the weather is bad. just because you get a swimming pool in one resort ,you cannot spend the whole day in the pool and if you get out you need air conditioning. in rosarito NO BODY HAs air conditioners and you never need it. at most this place is a possible visitation place from nov to april only.
