Anytime debt converts the shares are free trading. So there is no reason why the shares issued for payment of services rendered are no free trading as well.

That is rare...and when it does happen it is usually via some level of fraud.

Unless the shares are registered when issued there is no way around 144...legally.

There are very few exemptions from registration that would allow unregistered stock to be immediately free trading.
