Good Lord... you're pointing to a number from 3/31/19. The OTC site details the updated number from 6/07/19.

Subtract the Restricted Shares from the Outstanding to get the Float. Following that math from the OTC site, it just so happens to equal the Unrestricted Shares.

Dude, you still haven't told us what the float e was in January 2018 when the pps skyrocketed. Waiting...
