From some google searches, a presolicitation notice is giving contractors a 2-week heads up that a solicitation is coming, so get your bids ready to submit. In this case, it might be a bit of a formality, because it is already pretty clear who the competing vendors will be.

But once the solicitation hits the street, I think they will need to get their bids in fairly quickly (probably not more than a couple of months, rather than a couple of years).

So, this is really good news. Not the beginning of the end, but the end of the beginning?
