They cannot manipulate the price in a buy back and hold shares down, that would be illegal and doubt that management is looking to do that
Plus they paid $46k to retire 230M shares, that is a lot of shares, at .05 that is $11M
They can use those shares if needed and still have a good share structure
It would be more important in that situation to get the share price up before having to issue shares. So if they can get the price up with internal acquisitions and say justify .10 a share, well then they have $23M in shares to play with if needed
