So "institutions" can buy this stock to keep it rising higher?

They have $314,000 profit. And they're going to use it to buy back 100M shares of a sub-penny stock?

If they had MILLIONS of dollars in profit and a huge market share of their services, then, "YEAH, buy stock back."

This is a roos for someone to dump shares imho!
