Peoples definitions of toxic are different. Is it very bad? Yes. Is it why the PPS is this low? Yes. Is it toxic in the fact it's going to financially bankrupt them or not allow them to operate? No.
Well, OK. But, its not "toxic". Toxic debt is basically a loan which can't be paid down. Most often, this is because the interest is too high and the borrower can only/barely make the interest payment and never any of the principle.
POTN doesn't have any loans like that.
But, perhaps you could clarify. Which loan exactly is having an "ill effect" and why?
