They filed a Form 10sb. There was no new shares being registered in the Form 10. If they wanted to issue new shares they would have filed an S1 not a Form 10. Look at VERB they used an S1 to uplist and VERB did issue new shares.
That was one of the appealing things to me about PRED. Nasdaq uplister with no piggybacked secondary offering.
