I think any number is an assumption. You have to surmise that the insiders will not cash out all shares because they realize the company is on the precipice of something very large. Would they sell their shares at these prices to have traveling around cash, yes they might sell some, but the real money for them is longer term. If it were me I would hold most of my shares till 2020, when revenue is projected at $400m +. I mean how much is enough. You probably double your money by the end of 2019 and double again by 2020. Just a thought.
