I don't follow you on your theory. If there're 47 free trading shares, then the float is 47 million as well. Doesn't matter if they come from family or are going to be held.

To me that is still fair. I don't like dilution, but sometimes it's better then to spend your cash.

Re USSE, and 'Snake Oil' Comment:

1. 500M of that 640M OS is restricted for 2 years.
